Paula Lynn Carter

Paula Lynn Carter, 81, of Powell, Wyoming, passed away peacefully at her home on December 2, 2025.

Paula was born on July 13, 1944, in Blair, Nebraska, to Elmer Jensen and Mary Robinson Jensen. She graduated from high school in Seattle, Washington. On June 16, she married the love of her life, Tolbert T. D. Carter, and together they shared many years of marriage and family life.

Paula spent much of her working career as a secretary, a role that reflected her dedication, organization, and strong work ethic. Above all, she cherished her family and took great pride in her children, grandchildren, and great-grandchildren.

She is survived by her sons, Yancy (Jessica) Carter, of Powell, and their daughter, Shelby; and Zack (Bobbie) Carter, and their two sons, Jaxson and Dusty. She is also survived by her daughter, Jennifer (Shaun) Cole, and her children, Raymond Weingartner, Weston Weingartner, and Zyan Hailey; and two great-grandchildren. Additional survivors include her sister-in-law, Mary Jensen.

Paula was preceded in death by her husband, Tolbert T. D. Carter; her brother, Larry Jensen; her sister, Sandy (Art) Folkerts; and her parents, Elmer and Mary Jensen.

Services will be held at a later date.
